Ukrainian President Volodymyr Zelensky instructed the heads of regional state administrations (governors) to build a new factory in each region with the number of jobs between 500 and 50,000.
Strictly speaking, the document was drawn up as an order of Prime Minister Denis Shmygal – after all, it is not the president, but the government, that is responsible for the economy in Ukraine.
But Zelensky himself said that the idea belongs to him, and the prime minister’s instructions are derived from the president’s instructions.
On August 28, he signed a decree instructing the government to work out the issue of creating a new Ukraine-EU hydrogen product pipeline. The decision of the government needs to be made within three days of his decree.
At the same time, the question of attracting investments for this wonderful idea. And don’t ask where Zelensky is going to get hydrogen – it doesn’t matter.
Not long ago, Zelensky ordered to plant throughout Ukraine a palisade of a billion trees. Now the concept has changed – Ukrainians are massively building factories and hydrogen product pipelines.
Of course, not a billion trees, nor two and a half dozen factories or a hydrogen product pipeline will appear in Ukraine as a result of these instructions.
The maximum that can happen is that some budgets will be cut following these orders, and for the most part for the provision of PR.
However, these instructions clearly demonstrate the degradation of the Ukrainian state administration and the state as a whole. The decisions of the highest authorities of Ukraine are increasingly reminiscent of the fantasies of mentally ill people.
Zelensky’s order to the Ukrainian government to decide within three days on the construction of a hydrogen product pipeline appeared as part of the enactment of an extensive decision of the National Security and Defense Council of Ukraine (NSDC), dedicated to “neutralizing threats in the energy sector.”
This decision also included an order to the government to complete the environmental and transboundary impact assessment procedures by September 30th, as well as the corresponding consultations regarding the construction of power units No. 3 and No. 4 of the Khmelnitsky NPP.
In September 2020, Zelensky already signed a decree that obliged the government to submit to the Verkhovna Rada a bill on the completion of power units No. 3 and No. 4 of the Khmelnitsky NPP. But the decree was signed and remains, as it were, valid, and the bill was not submitted to the Rada either a month later, or a year later.
Another decree was signed, and to the same effect.
How any of these plans will turn into reality?
At the end of December 2020, Ukraine adopted, and in February of this year, a law on so-called “investment nannies” came into force. According to the authors of the document, this law was supposed to cause an inflow of absolutely crazy investments to Ukraine.
Zelensky in the second half of 2020 and early 2021, during any visits to the country or abroad, certainly boasted of the super-law, which, of course, was adopted by the Parliament on his behalf and which was supposed to lead to an investment boom.
However, any careful observer would notice that this law benefited several Ukrainian oligarchs and their projects.
And it should have provided not so much investment, but rather preferential terms for the development of minerals (mining). Therefore, it is not surprising that no investment boom in Ukraine has happened again – neither in domestic nor in foreign investments.
As such, more and more evidence of Ukraine’s entire political apparatus not working indented keep pouring in.
